I wonder if it has anything to do with my WM? I use i3wm and sometimes I feels as if games don't like I don't think this is the case, I may be wrong but unless you mean a VM Linux and Windows would be installed in entirely different locations, with different paths - most likely both OS's wouldn't hop over and check the other, if that makes sense? (happy to be wrong on this). I can reinstall it and maybe try running it in a console and see what the issue is, but as far as I can tell, it's just bypassing/connecting the DRM to the server which is my main issue (Running it purely with Steam+Proton). That time I was at rural area, I have to used usb tethering to get steam online once, then have no problem running the game offline ever since. And then you can launch the game in offline afterwards and never receive the message again. I had a go at installing it with Lutris but that was even more-so uneventful (forgive me, I fail to remember what happened but the abridged version is, it didn't work). You will need to let steam connect to the internet once, yes only once, then you can go offline after that.
